Knolls Atomic Power Laboratory - Schenectady
The Knolls Atomic Power Laboratory (KAPL)-Knolls Site is engaged solely in research and development for the design and operation of naval nuclear propulsion plants. Activities relating to naval nuclear propulsion systems are performed in accordance with the requirements and authority of the Naval Nuclear Propulsion Program. Facilities at the site include machine shops, waste-handling facilities, a boiler house, and chemistry, physics, and metallurgy laboratories.
KAPL-Knolls is currently generating and storing mixed waste and expects to generate and store mixed waste in the future.
KAPL-Knolls is currently preparing an STP that it plans to submit to the NYSDEC for approval. KAPL-Knolls is not currently subject to any compliance orders or agreements that pertain to the storage or treatment of mixed wastes.
On March 23, 1993, KAPL-Knolls met with NYSDEC to discuss the STP development process, discuss the Naval Nuclear Propulsion Program mixed waste and mixed material policy, and establish future lines of communication. KAPL-Knolls provided NYSDEC with a follow-up letter on April 15, 1993, to document the discussion.
KAPL-Knolls is currently working to identify appropriate treatment facilities for KAPL-Knolls mixed waste. Given the relatively small volume of mixed waste at KAPL-Knolls, DOE plans to include offsite treatment at other DOE facilities or commercial treatment among the alternatives proposed in the KAPL-Knolls CSTP.
In accordance with the schedule for submission of STPs published in the April 6, 1993, Federal Register, DOE plans to submit the KAPL-Knolls CSTP to the NYSDEC in October 1993 and submit the KAPL-Knolls DSTP by August 1994. Following submittal of the KAPL-Knolls CSTP, KAPL-Knolls plans to meet with regulatory agencies as necessary to select preferred treatment options and support preparation of the DSTP and Final Proposed STP.
