Contract for Excellence 

The Contract for Excellence (C4E) Program, which began several years ago, came as a result of the Campaign for Fiscal Equity (CFE).  The program is designed to target fiscal resources to districts with the greatest educational needs.  This is not an increase in aid or additional revenue.  The C4E funding is already included in the Schenectady City School District's State Aid/Foundation Aid package and has been applied to the budget.

Districts that receive C4E funding as part of State Aid, are required to enter into a contract and document the schools, programs, student groups that are targeted for funding.

The New York State Department of Education provides guidance to participating C4E districts and provides the public with information on school-level allocations of Foundation Aid subject to C4E restrictions.

To the SCSD BOE, Superintendent Spring, and Lori McKenna,

Although I did give feedback at the August 3, 2016 Meeting of the SCSD BOE, concerning the 2016-2017 Contract for Excellence Draft Plan, I want to follow through on this website opportunity to comment for the record. 

With sizeable amounts for each school, listed in the draft, there should be a noticeable improvement in lowering class sizes. It would be in the public's interest to actually be able to see how class sizes in each school in the District are actually impacted by these money allocations, during the school year.  At least two school districts in the area, have charts on their website showing the class sizes in each school in their districts. At least one school district updates those charts periodically.

My suggestion is that this information should be listed on the SCSD website, and perhaps updated monthly, so that the community can see the progress toward this goal, as well as being a transparent way to show equity in class sizes throughout the District.
