Definitions

ANNUAL REVIEW Individual yearly progress review of all students who have an Individual Education Program.  The student's teacher attends this meeting.
APE Adaptive Physical Education.  A specially designed physical education program for students who have difficulty meeting with success in the regular physical education program.
CLASSIFIED Determination that students meets the criteria to be eligible for special education services.
COGNITIVE Intellectual Functioning.  How a student reasons and processes information.
CPSE Committee on preschool Special Education (ages 3 - 5)
CSE Committee on Special Education 9ages 6 - 21)
CST Child Study Team.  The purpose of the Child Study Team is to provide an opportunity for the classroom teacher(s)/cse manager to discuss a student's educational challenges and devise strategies to alleviate those difficulties.  The CST is responsible for the initial information gathering as well as to brainstorm intervention strategies.  They are also responsible for developing a time line to review the status of a student.  The composition of the CST may vary slightly dependent upon the individual situation, but should include the classroom teacher(s) or guidance counselor, the learning specialist assigned to the grade level or team, and any specialist in a suspected area of deficit.  As a result of the CST meeting, support can be provided by a learning specialist or related service provider.
DECLASSIFIED Determination that student no longer meets the criteria to be eligible for special education services.
DISCREPANCY Comparison of scores a student obtains on individualized testing.  The differences between scores are analyzed and large discrepancies may suggest learning difficulties.
IEP Individual plan designed to meet the needs of the classified student.
INELIGIBLE Determination that student does not meet the criteria to be eligible for special education services.
IST Instructional Support Team - building level teacher assistance team
LRE Least Restrictive Environment. Committees on Special Education are required to make program recommendation that to the maximum extent appropriate, children with disabilities are educated with children who are not disabled.
LRT Learning Resource Team.  The purpose of the LRT is to review the initial information from the CST and make recommendations.  If the student's situation has not improved, the LRT will continue the brainstorming process to try to maintain the student within the regular classroom setting.  In addition, the LRT can conduct screenings, implement non-CSE support, refer to the CSE or refer to the Section 504 building team.  The composition of the LRT may contain the building principal or his/her designee, elementary consulting teachers, learning specialists, general education teachers, speech/language specialists, psychologists, social workers, guidance counselors, school nurse and in some cases, English as a Second Language teachers, para-professionals and occupational and/or physical therapists.
OT Occupational Therapy.  Focuses on delays in fine motor areas.
PARENT MEMBER A parent of a student with a disability residing in the same school district.  The parent member can provide important support and information to the parent(s)/guardian(s) of the student during the meeting and, in addition to the student's parent(s)/guardian(s), participates in the discussions and decision-making from the perspective of a parent of a student with a disability.  The parent(s)/guardian(s) can request in writing, that the parent member not participate.
PROCESS DEFICITS A significant weakness in the area of mental processing.
PT Physical Therapy.   Focuses on significant delays in gross motor skills.
REFERRAL A referral to the CSE due to suspicion of an education disability which is interfering with a child's ability to learn.
RELATED SERVICE One or more possible support services which a student needs in order to benefit from his/her educational program.
SPECIAL EDUCATION Specially designed individualized or group instruction or special services or programs to meet the needs of students with disabilities.
SUBCOMMITTEE Building level CSE subcommittees perform the same functions as a Central CSE committee except initial referrals, more restrictive placements and increase in aide support.
TEST MODIFICATIONS Changes in testing procedures or formats which provide students with disabilities in equal opportunity to participate in test situations and to demonstrate their knowledge and abilities.
WAIS-R Wechsler Adult Intelligence Scale - Revised.  Administered to students over the age of 16.
RE-EVALUATION REVIEW Complete review of student progress.  Comes up once every three years.
WISC-III Wechsler Intelligence Scale - 3rd Edition.  Administered to students from ages 6 to 16.
WOODCOCK JOHNSON PSYCHO-EDUCATIONAL BATTERY A battery of cognitive and achievement tests that may be one component of a comprehensive evaluation.
