About 11 community members joined Assistant Superintendent for Business Dr. Mike San Angelo and other district leaders to talk about the 2010-2011 budget process at the first Budget Advisory Committee held January 13.   San Angelo suggested the group first study and talk about the current year budget, discuss budget areas, learn about the necessary components and then raise questions and concerns.  He presented an overview of the 2009-2010 budget and pointed to the areas that must be included when developing the new budget.

Some of the topics discussed were budget deadlines and notices, year to year comparisons, required reports, fund balance, tax rate calculation, contingency budget calculation, state aid, projections and more.

Committee members raised many questions and asked for reports that will help them better understand some of the areas that need to be considered when building a budget - for example budgeted vs. actual expenses, enrollment trends, budgeting priorities, opportunities for cost-sharing, gift and talented/remediation expenses and  more detailed budget information.   Many of the questions raised at the meeting will be answered at the next meeting. 

The group also discussed unknown variables such as state aid.  Committee members expect to talk more about state aid after Governor Paterson puts out his proposal.  "It's at that time," San Angelo said, "that we can start to anticipate state aid."

"Tonight's session is to get us started," said San Angelo.  "We have a lot of work to do."  He also suggested that the members share their ideas.  "If you have an idea, let us know what it is."

School Board President Maxine Brisport said that the conversation at the first meeting proves that the BAC committee is needed.  "I appreciate everybody coming tonight," she said.  "Next time bring a friend."  She stressed that input is valuable.  "It's our schools, city and community.  We are all in this together."

San Angelo said it is early enough in the process that new members can join the committee.  The discussions will continue to grow with each meeting so the earlier new members come on board better.  He said that the committee feedback and suggestions will be considered as the 2010-2011 budget is developed.
